Water is both an acid and a base, that's why. And yes, it is also sometimes neutral. If you spill something on you, sometimes water can make it worse because it's acting as the opposite of the chemical (either as an acid or base).
yeah i know, i took chemistry thanks and I did pretty good in my first year too!! When i said next year, I meant 2007, not school year..... so um, nerrrr.
